Understanding Traditional Councils in South Africa

What traditional councils are, how they are recognised in law, and the role they play alongside municipalities.

Traditional councils are statutory structures recognised under the Traditional and Khoi-San Leadership Act. They support traditional leaders in administering the affairs of a traditional community.

A traditional council typically consists of members selected by the senior traditional leader together with elected community representatives, and must include women representation as prescribed.

Councils work alongside local and district municipalities. Municipalities remain responsible for basic services and infrastructure, while traditional councils administer customary matters, land allocation processes and community records.
